Gerrmany, Norway, Sweden and Holland all provide interventions within a custodial setting for all violent offenders and reoffending rates are demonstrably lower than the UK. However their uniformed staff almost all possess graduate level education in relevant subjects and far longer training for the job. We advocate for practical change, simply a re-roll and increase of human resources in relation to probation and psychology practitioners within insitutions to assume greater interface with offenders and most certainly to facilitate the interventions we know work within insitutions. It may be that prisons should be jointly managed by a governor and a consultant Dr of Forensic Pychology or Probation Senior Manager with specific responsibilities for rehabilitation/OBP implementation. With the advent of CRCs much of the community management of low risk offenders will involve more more technological and Bio monitoring - perhaps it is time for the probation role to include a greater proportion of practitioners working within institutions as the norm implementing/interacting with people whilst they are serving their custodial element of their sentence as oppose to in many cases meeting their longterm violent offender for the first time a year or sometime months before they are released? Prison culture is at odds with the different thinking you are promoting and participants are not in a good place to support change. Research indicates that community based programmes are more effective.
